One thing we've done over the last couple of decades is let/asked managers to shift parts of their job to HR. The decision on whom to hire shouldn't be HR's job, nor should communicating immediately to all involved. That's manager's work. I’m with Rachel. They hate me for it but I say tough luck it's what they're paid to do.
